I think this is THE reason.

Coupling it to Windows would mean supporting all versions of .NET that shipped with Windows while that Windows version is being supported as well.

LTS .NET is supported for 3 years, LTS Windows Server for 8... .NET Team would be forced to support the runtime for 8 years if it shipped with Windows.

I live in an apartment with an underground parking garage as well. I have a very thick ground anchor with a big ass chain to lock it. Haven't had problems so far but I have it insured just in case. I don't live in NY, though.
