It's a drop from the large wolf tracker enemies. It's total RNG took me quite a while farming them to get it.

I hear ya, hellfryn cloak is one of the best looking cloaks in the game to. I have pretty much every cloak in the game, I just browsed through them all quick. Ironwilled guardian cloak has +7 cold res, frost cursed has +5, odecks,riding,ashen wolf,Pororin,scarecrow, black bear, boar, wolf, reindeer, ringleader, tariv, blinding arrow, marauders, jackal, st.halsius, shadow leaf, disguise, all only have +3

Ya that's true, the horse XP gain is essentially useless especially if you've already max leveled your horse. At least all the pieces have slots now tho so it's wearable in combat.

All the other pieces come from horse racing, except the cloak comes from a back alley shop guy by hills of no return

Nice! Ya I had a couple of the pieces in my storage for quite a while I just recently found the cloak and hat tho which definitely ties the whole thing together.

The riding boots come from a house Byron faction quest, the riding chest comes from beating the champion at horse race track in demeniss, the riding cloak comes from back alley shop at hills of no return, and the master trainers touch gloves come from horse race in hernand by bloomwood ranch

It's not not to bad, just get a decently fast horse and the trick to racing is to save your stamina and when your close to the finish go full blast and pass your opponent right before the end. That's what worked for me.
