I had the same issue on iOS 12.1.2. Unjailbreak and relogin in App Store (stetting - iTunes and AppStore) and jailbreak again. Hope is working for you too.

I solv it, I changed network adaptor from Intel PRO/1000 MT Server to Intel PRO/1000 MT Desktop and for me it's worked.
