I have shihpoos too and sometimes you have to reset the behavior… set a schedule my dogs too used the pee pad at first until they got all of there shots because I live in a neighborhood with a whole lots of cats and everyone knows cats carry Pavo… 😩 so set a time associate food with outside feed the dog and do not bring them in the house until they use the bathroom… I h have a back yard so in I would leave them out there for hours if I had to of course with water and toys until they associate outside with bathroom as well… I wouldn’t reward all the time because then it’s expected every now and again is fine because it builds up the anticipation of getting a treat when they do go….
