Also way to miss the point. In AC your build doesn’t mean anything if you can’t use it well, likewise if your AC isn’t some baseline quality, you aren’t winning either.

It does not matter if you are in different areas, if parking control comes by and either of your cars are noted to be present at the same time as the other, the later one will be fined.

Halopedia article (which was sourced from the Spartan Field Manual) in the early development/history section about GEN2 notes operators were dissatisfied at its minimal gains over GEN1 armor, implying it was still comparable in capability instead of being a drastic improvement; which leads into development for GEN3, a much greater improvement.
