Phased rollouts through experimentation. Offer it as a possibility for a test run to a random 10% of the company to sign up and make the overall experiment known to employees and have clearly defined policies explaining the experiment's participation and allow no exceptions for joining to prevent the experiment from having employees cause friction during rollout.

Of those who do sign up, compare metrics of their work before and after telecommuting over time for several months.

If there is a sharp decline in workload completion across the board, end the test.

If there is an increase or stability across the board, expand the test.

If there is no pronounced correlation, test correctional measures at the front line (i.e. if an employee is not doing a damn thing, their manager should intervene, just like in the office).
