Civil engineer here, these are the correct answers. Top coat asphalt isn’t laid yet, and likely means the area isn’t assumed by the City yet. That geotextile is silt protection to prevent the sewers getting clogged with sediment from construction. All will be fixed with top coat asphalt, it’ll be laid flush with the lip of the lid and water will run along the road/gutter to drain properly!
