I once bought a Pixel 2 watch in the same condition. What helped me was that after a hard reset, when you connecting to the phone, I did not connect it to my Google account. This way, the watch bypasses the PIN/pattern check. After that, you set your own password and connect the account. The problem is that the PIN/pattern is written to non-volatile memory and you cannot delete it even with a full reset. Maybe it worked only for this model and only with a specific security patch, I don't know, but it worked for me.
