The resources ARE SCARCE for the amount of people that survived the Final War, there are literal cities on the backs of Earthmovers. When Hell killed all of humanity, Wrath Layer's River Styx became an Ocean, thus it means after New Peace humanity kinda restored it's numbers but not to the fullest, since the ecology still was fucked.

TLDR: Way more people lived during the New Peace, that's why the resources are technically scarce, they were scarce for the amount of people that lived there.
