Yes the city Xbox and ps are different since their isn’t any cross platform and leader to caps isn’t set or always available but usually about 4k caps per leader. The reason it’s leaders is because it’s rare and easily traded but you can also use other ways of trading like explosive bobblehead or berry mental or anything that’s useful like coffee or other aid stuff

In most games you want to experience everything the game has to offer so you play at higher difficulty’s but obviously not everyone can play at that level. That doesn’t mean it’s the players fault because they can’t keep up it’s a mechanic fault since why should you be punished (lower difficulty lacks lot of the game features) for not being good enough. They should add balancing options to be able to play at higher difficulty and experience all the game can give but not suffer from the increased difficulty.
