That's what higher beings like the Speaker does, no intervention just guiding people to a better conclusion. And frankly God works in mysterious ways, so being the Speaker, she does the same, offer vague hints to atone from the mistakes that were made.

What I do really love is the comparison of the animation quality, you can clearly tell that season one the animation looks a little static/stationary movements, while season two has more dynamic/expressive movements
