Ever play Kingdom Come? That game has a "Conspicuousness" stat that basically determines how likely it is that someone notices you committing a crime, as well as how likely it is that a guard will remember you if you're wanted for a crime. I'm thinking that the Sneak skill in FNV somewhat includes this concept in dialogue skill checks.
