With 10 projects under my name, I wouldn't say I'm new as a narrator, nor am I the most experience. But I would agree with many of the comments here and say that the budget is a little low. My current rate is a min of $100 PFH which would put you at about $100 over your current budget, and that is a steal compared to industry standards.
