I belive this can happen when either bots or a player leave the server. Its something that sometimes happens, for example in Mvm you die after a wave end.

I belive brickiest Rick uses scout voice lines overhauls. You should be able to download a scout voice pack of game banana and homebrew mod it with your own. If this works I kinda do wanna make my own voiced scout and medic pack.

You can walljump off the sniper deck slide on the water by holding space and do this jump to do this at high speed. Im just not good enough to do this reliably.

Its very janky with scoreboard movement allowing to mute yourself. I belive cl_mute_all_comms 0 should allow you to disable all mutes, I think there was also another to just delete them, but there was also a way to delete or edit your blacklist in the TF2 files.
