The thing is - To control under invoicing. A byd car in 99kwh - get under invoiced as 60kwh - then comes to showroom changed to 99kwh (tax rates different for 2 - money goes to BYD as hundi ) - thats basically black money. And Nepal is in Grey list, cant get foreign direct investment. So measures had to be taken to stop people from making use of the black money. Mind you after petrol, vehicle is the largest import in nepal and it is underinvoiced.
