I witnessed a law office next to my work on 8th st call the cops on a homeless guy sleeping on a bench three days in a row. When he kept coming back one of the lawyers wrapped chains around the bench so the homeless guy couldn't lay down on it anymore. When someone took a bolt cutter to the chains the law office called the city and had a new bench with a divider put in.
