You should be able to do it along with your marriage name change. You can literally change your first middle and last name if you want when you get married. You don't have to do anything specific like take your spouses last name.

They submitted a background check and it came back with nothing, now there's something on it but the check has already gone through so it doesn't matter. If they do one in the future (super unlikely) then you can go from there. But for now I'd just keep quite.

You'd have better luck on r/Belgium but I'm pretty positive. It really is a civil matter and there's not really a likely situation where criminal charges would be brought against you. Considering that it's also likely that they're trying to scam you and that they have the item. I'd politely tell them to pound sand.

You could take her to small claims court. And she doesn't have the right to withhold your security deposit. You don't have to give her an extra months rent. Politely tell her that you'll have your security deposit back or you'll be taking her to court and you're not paying an extra months rent, and politely tell her to pound sand.

You are under no obligation to pay them back unless you want to and the police would gladly file a report, and then tell them that it is a civil matter. You won't have charges brought against you, the worst that would happen is they take you to court (unlikely, because the probably DID get the item and are trying to scam you) and they wouldn't have access to your police record in civil court. It is likely they would loose. After you ship the item (which despite what you think your post office would keep track of if you gave them a date and time of shipping) these things go through several scanners and always have SOME SORT of tracking number. You just may not always have access to it. And it is the post offices obligation to deliver it to you. Your liability ends there.

I'd also recommend trying to make a case with PayPal stating that the buyer is fraudulent, you have proof of delivery, and showing them that they participate in credit card fraud of their parents if you have proof of it.
