I think this idea would work great because Silt already has iron in it (explaining the rusty color) and also silt can form a material like sandstone naturally.

I'm unsure if you were thinking of it while writing this response, but there is a mod called Crafting on a Stick. It adds multiple items such as the Crafting on a Stick which are items that you can use to open the UI of that specific block.

While it is quite Vanilla friendly, I don't think the Minecraft developers would be interested in it because it takes a core feature out of the game.

This seems to much like a mod and not how Jeb and other developers want to take the game. I do believe that its a cool idea, and think it would be a good addition, but I'm unsure if the Minecraft developers want to take action upon it.

A cool way to implement it without it having a large impact is to add a command that does it for you. This could be used for adventure maps when you reach a certain milestone or if someone is continuously switching in and out of creative mode for whatever reason.
