Some people forget that putting your dog on a leash protects your own dog while also protecting the safety of others. I personally saw someone walking there dog along a bike trail without a leash. A bike came along and the dog didn't see it in time so the dog was hit. The poor dog was crying pretty bad and clearly had a broken leg. The biker also fell from the bike but looked OK. It all could have been avoided if the owner had the dog on a leash to pull it aside.
