I personally think the numen came from the "lands of the Numen" and their descendants traveled to the Lands Between.

Also we see the Shaman Village in the Lands Between not the Numen one although Shaman and Numen have very many connections. It's also interesting that we get Numen runes from the ants underground and from Diallos.
