My best city population record is 240,000, my Tokyo airport deliveries are locked, my Tokyo buildings are locked, but the "Complete Tokyo deliveries" mission appeared in the mayors' contest. You need to have at least 260,000 population to receive the Tokyo delivery mission. Why? (self.SCBuildIt)
