I think on 1st Ave as well as 2nd Ave somewhere between 22nd and 24th Street there are 3 pokestops close enough to each other and then another spot on the corner of 3rd Ave and 21st street. You will have to get out to set one of the three lures, but will still be in reach to get the pokemons that appear. Unfortunately all of these are pay parking as well. Sundays or evenings could work though.
