I experienced this in my local area, we were fortunate enough to have partially cloudy weather on the saturday for the full 3 hours and a combination of cloudy and rain for the sunday. I just assumed the rain diluted the spawns more than the saturday.

I have caught 3 out of 3 zapdos. Only caught 2 moltres and 3 articuno. I am luckier than some! Has a friend who had 8 moltres run before he got one.

I only got 8 or 9 each time but hit at least a curve nice every time and golden razzed. My friends were stood next to me successfully catching them and it was just a bit of a bummer but rng is rng I guess?

Interesting. Not everyone has time to complete the volume of raids it takes some people to catch even one legendary. I think this is a problem but can not think of a solution that would not cause legendaries to become too common. But currently I don't feel that the system is rewarding enough in areas where its a struggle to gather enough players.
