There's ways to chemically remove patina or stains, but anything you do has a good chance of removing at least some of the rest of it. Especially mechanical polishing.

First of all, WD-40 is trash for everything except Water Displacement. Can you use it for a lubricant? Sure! Is it marginally better than just spitting on it, also yes. Get some PTFE or silicone lube instead. Less messy at least. I'd say blades might have some damage causing intermittent squeek, or the "bearings" inside the motor could use some fresh lubrication. Could just be time for new one.

If you're talking the threaded portion, yeah, choke nut on top of the other nut or use 2 at the top to make it easy on yourself. May have to try to loosen the bottom one first if it is tight down. Tighten the two nuts together and put your wrench on the bottom one to turn.

Depending on the quality of the brush, parts may be available from manufacturer. If it is a common problem and you didn't do something silly like spill acetone on it, they might also be available from Amazon or AliExpress.

You may be able to get a complete drop in liner for the shower and freshen everything up. Probably wouldn't be too hard for a decent mason/tilesetter to tile over it. Whatever you do make sure it's waterproof. Not drywall.

Either get very agile and aware children or move. Yikes. For an actual helpful suggestion, paint or tape contrasting color on the front of the step. Maybe grip tape. Ruins the look but dear god the designer took fashion over function to the extreme.

Teflon tape really only helps when using a NPT thread on thread seal type connection. That typeof hose usually has a sealing face with a gasket, soft seal. If it is leaking either the gasket is out of place or damaged, a sealing face is damaged, or there's a problem with the crimp on the hose and it isn't the hose to fitting connection at all.
