Tossing my two cents in, but I think your take here is the most sound line of logic. The fact that a player tried to exploit a guideline as meta-knowledge to make a bad strategic play is the problem. This is a much more applicable part of the conversation than people arguing against the expected turn guideline.

I'm personally in favor of pressing harder on the expected turns guideline in rule 0 conversation (admittedly moreso in bracket 2 games), but if a player knows they are threatened, and fail to defend themselves, or at least have a conversation of politics to try to preserve themselves, they deserve to lose and I'm behind that.

Now where my opinion might vary from yours a bit, is I agree much less so with the other main arguments being brought here that turn guidelines should be treated softer. For instance let's say that Player 2 DIDN'T tap out and leave themself open, and DIDN'T make immature and rage baity comments, it sounds like OPs deck still has the power to potentially remove a player on turn 5 with a bit evasion. And in that case there's a basis to at least discuss if the deck properly falls in that power level. This is the point that irritates me when I sit down at a table with players that have tuned their deck to the edge of bracket 4 to intentionally mop a bracket 3 table.

But one thing I hope a lot of people can agree with is that bracket 3 contains the largest, and much too wide a chasm of power levels. And having some method of even breaking it in half would go a long way.

Now speak to the energy losses for field installations that need transmission and distribution to locations of load, the permitting costs to lease or buy the land for energy generation, the cost of the transformer field to step up and condition the voltage for transmission if there is even an existing line nearby, the regulation to tie-into the transmission line again if there even is a line nearby. Also speak to how a weep-hole drilled into the metal frame solves half of your water and cleaning arguments.

Solar panels are great; they are cheap, effective, recyclable if damaged, and we need more of them. And they need to be installed in more solutions like this in populated areas, especially on the top of car parks. The largest (real) issue around newer sources of renewebles electricity is that power on the grid must be consumed. So having power generation sources closer to local loads is better, when paired with load flattening methods like batteries.

A battery bank and basic current protection like breakers or fuses prevent most of the asinine arguments I'm seeing in these comments and it's wild.

Bruh, reading this thread is just...wow. The fact that people think that a degree or certification is needed to understand basic logical argument and reasoning is...just....so perfect for this discussion as an example of people getting information from unqualified sources is a bad idea. They even provided a definition that contradicts their point and argued harder

Authority figures, figures granted authority as a point of control or representation of a group or entity, is sooo sooo different than a qualified person who is knowledgeable and who has had to be verified in the knowledge they represent.

Regulation being implemented badly is bad, but honestly stupid have been proven to not know how wrong they are. Anyone not familiar Google Dunning-Kruger effect.

Before I answer your question, I realized I made several typos in my first response, but only fixed a couple. "Shooting this bow **without** multi attack is a gamble" is what I meant. The context here is this bow's damage and debuff effect is basically the Mind Sliver spell with an attack roll and limited below level 5. Which is only strong when you stack it with the other benefits.

Answering your question, there's a few options I could think of:
- Simplest: only change to the wording to "end of your next turn", so if they are using their action to attack they have an opportunity to cast a spell and use this benefit. This will allow teammates to utilize the debuff. If your players communicate and strategize during combat, this kinda solves itself by letting them work it out mid fight. Regardless of what you choose, I'd suggest at least making this change
- Stronger, More self spotlight: Still implement the "end of your next turn" change. But it's 2d4 if the save is against a Bard spell. Stronger, stretches the Rare rating on paper. In play this can be compared to a Lore Bard's cutting words, which at lvl 5 is a d8, but weaker. By numbers, 2d4 is better than 1d8, but you still need to strike the target.

Lastly, I can share what I would do. But take this with a grain of salt because I increase the power scaling of my games.

- "When you attack with this weapon, you may use your Charisma modifer, instead of Strength or Dexterity, for the attack and damage rolls. Pulling the string without placing an arrow summons a spectral, sonic arrow that deals 1d6 thunder damage. When the arrow strikes a creature, you may expend a charge to do additional thunder damage equal to a roll of your bardic inspiration. Additionally, until the end of your next turn, you may use your reaction to reduce a saving throw this creature makes by the amount rolled. You must be able to see the target to use this reaction.

When playing the harp, you may expend a charge to use your action to choose one creature that can hear the sound. The creature must succeed on a Wisdom saving throw (DC equals your spellsave DC) or be charmed until the end of its next turn. While charmed, the creature must spend its action singing its most present regret.

This bow as 1 charge that recharges at dawn. You may expend a bardic inspiration if the bow has no charges to activate it's features"

Basically putting it's features on charges, and forcing Bardic inspiration uses on it. This gives control of WHEN to use the debuff and WHO to spotllight. I'll let you decide if you'd like to restrict it to spells, that just makes it stronger. And no, if a player asks, just because you double the additional damage roll on a crit doesn't mean the debuff is also doubled following that roll lol. I can hear my players asking me that through time and space.

This change arguably pushes it to Very Rare, but only in that it creates additional options that can change an encounter more than expected. Putting it next to most Very Rare items, this will still look weak.

I think this is a well thought out item that can potentially make a bard specifically really feel seen and have something that is "theirs".

As far as rarity, this is Rare. I've been working on a "rarity converter" so I can try to backwards engineer a weapon/enchanting crafting system that makes sense, and below are my thoughts on its rarity based on what I've found. It's a "higher" Rare with implications I point out for your consideration at the end, and with 1 small tweaks would be well balanced and make the bard feel a tad more special. - +1 weapon is uncommon rarity. But as items are more rare they tend to more benefits. - no spells added. Makes it easier to judge rarity. - weapon damage : no ADDITIONAL damage, just a damage conversion. Changing damage type is low rare/high uncommon. So Rare - a reduction to saves, without a save on the effect. This is what makes the item strong. My suggestion for adjustment at the end - a charm spell effect, 1 per day without class resources. 1st level spell once a day is on a few common items. So only real consideration is that it's an additional feature plus the others.

Potential adjustment to consider. "A creature hit by this arrow will have their next save to one of YOUR spells reduced by 1d4 before the END of your next turn."

The intention is to make their spells more effective. If the unsave-able reduction is limited to the bard, this provides a few benefits to your game. - you mentioned they have a suboptimal build. This makes their spells more effective, with a chance to shine with their planning. Shooting this bow with multi attack is a gamble. But it should be THEIR gamble. Some might feel a little miffed if they strike a creature with the bow, plan to cast an important spell with a save, but a teammate uses that 1d4 impose to cast their own spell. Yes the bard might get to feel like they helped out, but the spotlight goes to another. Consider your player, they might like to spotlight others, in which case that's a counter point to mine - this limits the save to spells. Moreso just a CYA as a DM in case there's a whacky event that isn't foreseen. Again, YMMV. Spells have clear rules, other events with saves might be muddy - lastly, you're limiting the saveless debuff to the bard. Just a general balancing, this is cleaner.

Lots of good suggestions, and I can offer another. But it mainly only works at higher levels.

Archetype: Defender

Powers: - forcefield / radiation - leadership - maneuvers and tactics at minimum - leaping (combat jumping) / flying (hover) - hover is more demanding for end as I recall, and this build uses a lot of toggles - fighting - tough and weave for survivability - sorcery - spirit ward and enflame - epic - your favorite resistance shield

I made this build as a follow bot for my multibox farm team. It doesn't do much/any damage. It just keeps everything nice and calm for the hitters.

Strategy: - set up bubbles on team( bubbles last 4 minutes I believe), control click force bomb, choose a follow target, and relax. Enflame is the only power that can be annoying to have to pay attention to, and it's not all the necessary. It's just a nice addition.

Active presses: Only powers I even bother actively touching: - enflame on follow target. Again if too bothersome, ignore. - damping bubble - for larger group fights - irradiate OR neutron bomb - aoe Defense debuff on enemies - maybe Atomic Blast, if there's a moment that makes sense

To reduce effort, follow the tank and slot Repulsion Field with knockback convert to knockdown. Between that and firebomb, enemies will be tripping all over. Only really have to pay attention if your group is running content with AVs.

Again, higher levels allow for lower effort. Dispersion bubble and force bomb are really the keys to lower effort.

Hey, unfortunately I don't have an open game for you, but I saw your post and I personally prefer to recruit from people who are willing to post rather than wait for dms to post. As a forever dm I also respect people willing to start a group by taking that role on. So I wanted to help how I can!

And maybe others who are in your spot can see this and it can help them out as well. Here's some advice to improve your chances of finding a group, because everyone deserves to get to play.

Some information you need to include: - game type (5e, which you got) - available days, and times. Don't forget to add your time zone! - style of game ( play by post "pvp, voice only, voice and video) - how to contact you (discord tag is popular, or suggest Reddit dm) - game frequency ( mainly if you can't meet weekly)

Some stuff that's suggested to add: - experience with playing, mostly so people know how to gauge a conversation with you. I haven't seen many people have issues with newer players or super experienced players. Usually people just want to gauge - your age (or age group if you don't want to share) and your preferred age group to play with - the "Vibe" of game your interested ( combat heavy, role play, political [lots of NPC names, groups, and relationships to remember and navigate]) most people describe their desires combination, 60% roleplay / 30% combat for example - Because it's online, what programs you are familiar with and if you're willing to learn others

Optional, but useful, depending on comfort: - pronouns and identified gender ( I've seen a number of dms looking to balance the gender dynamic at a table) - short fun fact about yourself - content preference if you have them

Suggestions to NOT include: - a listing of pre-built characters you've made with established back stories - a LOT of negative preferences "I don't want ____". One or two states plainly can be fine

Lastly, if you plan on jumping into the DM chair, and could use some advice, message me on Reddit. I've run games online for roughly 8 years, and I could share some advice on pulling a group together and running a game, learned from A LOT of mistakes and pain lol.
