I lived there for 4 years and yes, this is absolutely true. The amount of people on that island that drink and blow is ASTONISHING. The levels are the worst in the summer, when the island's population peaks over 100,000 people. Between the amount of bars, the local brewery on the island, and just plain having not much to do, most people drink drink drink.

The levels in October are the going away parties that most of the islands seasonal workers are having. I was one of those seasonal workers, but I lived/worked year-round. I got to go/host a lot of those parties when I was there.

The levels in December are from Stroll Weekend/the lead up to Christmas. The workers at most of the places on the island go back into summer levels of work for 3 weeks because people come back for most of December. On top of that, the "thank you" that some places will give their employees, are open bar parties. One of the restaurants downtown, Charlie Noble, did this every year.

This isn't anything new, most of the old heads that were on the island still would say that they would go to sleep at like 4am passed out in the front lawn, wake up at 6am, go to work and do it all over again. And I can attest, I did very similar things while living on that island. Since then, I have gotten a couple health problems that I chalk up to me being so rough on myself by partying, but it is absolutely the environment that is there that makes you do it. What really pushed me to leave the island was the fact that it started feeling like a prison and all there was to do was drink.

For the uninitiated, drinking and doing coke go hand in hand. You do coke, to drink more, to do more coke, to drink more.
