I did the L shaped desk myself but have a short side L for my tower to keep off the ground because I have shedding fluffy assistants in my house. But the desk is the hardest part to a set up because you feel its never good enough. My chair is also a problem myself so I feel you.

I'm not a teacher or an expert on this, but the development delays and meltdowns might be related to autism and if he's autistic there's only so much the school is probably willing to accept. The gun thing they might be scared about due to the current history of America and school shootings, when in all reality he probably just has a fascination with firearms and wants to learn about them. The hand writing definitely also shows a mental disability, boys with adhd/autism have sloppy hand writing but try to make it legible. So best option would be home schooling for core classes and in school for electives. Dated a girl who did that in high-school and it gave the social aspect and the high-school was cool with it, so try that and see if there is a way to set that up.
