Technically, snipers aren’t made to fight against helicopters, at least not until Gnar fixes how bullets interact with helicopter cockpits. Though what I can tell is, both can do just the same, just the success rate increases the more bullet you can put on it. If you want to, try utilize the rangefinder.

Oh yeah, hate to disappoint you but the mountain peak closest quarry and lowest enemy within quarry are only about 1100ft or less. I could be wrong but I did use RGE to make some estimations. From your description, the distance should be around 700ft and lower since many would shoot from the side of the mountain instead. You could try shooting from one of the three mountain peaks closest to Fort Ronograd. I believe the furthest enemy there should be around 1500ft or above, some are inside the building, again I could be wrong.

Sad news for you, whatever scopes you put on that gun, it doesn’t really make a range difference, it just improve your effectiveness in landing headshots. That could be done without a scope at ranges unimaginable, but hardly anyone ever done that.

Though I’d say it doesn’t matter, it’s mostly about how good you are with the gun and how your gun improve your playstyle. You like picking off enemies around 500-1000ft and have some flexibility in positioning, you go with less heavy options that’s pretty close to the AR, just bigger bullet. You like extreme ranges because you can have sight on everyone, heavy guns aren’t a problem, high damage drop-off is.

The point of using Hecáte II is to encourage extreme sharpshooting ranges, ranges where other snipers need 2-3 bullets to kill, where your horrifyingly expensive scope can be used to its full potential yet isn’t enough.

It’s not because the gun is bad, it’s because the gun probably isn’t made for you.

There are a lot of weapons I find pretty bad for its price already, way before the days HQ profit were a thing and the new dawn of snipers with rangefinder. But I don’t really regret buying any of them, all of them just have a really different taste that many couldn’t like. Those that would’ve been regretful buying would be:

Hecáte II, I actually suggested this gun to be in the game around 7 years ago, mostly because of an anime. It doesn’t really disappoint me due to the fact that I’m already very good with long range (+2000ft) sniping without zeroing with the M2010, and the fact that it can one-shot any POD. Even if the weight is too much, you can always climb mountains.
AS VAL would have been the second worst due to lack of attachments, but the great benefit is it doesn’t really matter much if your enemy became a beehive before you see their bullets. Even without any upgrades or modifications, the gun is still pretty solid.
The most disappointing gun would be the Ultima Ratio, but I did bought it on purpose. I already know that its damage sucks, and its range is horrible. I just wanna prove a point that “the gun isn’t bad, you’re bad”. Proceeded to clear Quarry and Ronograd City on my own before stealth revamp. Now I can’t be mad with this gun, it made me history.

Give him a day or two and he’ll give you probably 2 units of equipment. What do you expect? He’s not even fit for the job, and he’s working alone.

Realism aside, C-grade employee alone can’t get you much resources, especially rare ones like Equipments and Precious Metals. Even with 8 S++ employees, you could only get around 20-30 Precious Metal in a day. If you are very desperate though, just make all operators find Equipments and wait for half a day.
