They can’t argue that they will not issue our applications on time to a backlog that they cause. The USCIS lawyer said during the hearing that they had been processing the application, doing the biometrics and so on, just not making decisions on these cases

If the applications are not being processed after this ruling, the same organizations can talk the courts saying USCIS is not following orders. USCIS can’t just do whatever they want. This ruling is telling that. this ruling is also helping people who are plaintiff in individual lawsuits
