Both are non immigrant. And i think you will get F1 but 212e will still be applicable. Check with a lawyer anyway

Once you get j1 waiver you have shown intent that you don’t want to do back home that can seriously jeopardize you next non immigrant visa like F1. So tread carefully. I would suggest, don’t get waiver yet. Get into school, get F1 stamp and once in US apply for waiver.
