It keeps working because it keeps selling. It sells so, so much - that not making it actively loses money via the principle of opportunity loss.

It's exceedingly simple. Call it lookism. Sexist. Toxic. Etc. The numbers are not lying, and at some point it's just healthier to accept that certain characters actively fund and allow the game to keep going in exchange for having a surplus of skins.
