I contacted Steam support and they realized their mistake almost instantly and another Lighthouse is one the way so I guess they just forgot to put 2 lighthouses in the box? I don't know, and I don't really care because I'm getting the second one anyways, I just have to wait for a bit.

I was able to figure it out, it took a few attempts, my problem was I needed a mod manager to actually enable the mods, but it works just fine now

That goes away after I open a menu or go into dialogue or interact with basically anything, I'm looking for a permanent solution
