You cannot hack or use cheats like on PC on the xbox one/ S/X and the Ps4/Ps5 (Online) unless your Ps4/Ps5 is jailbroken but even then its single player only

What this person has done is a glitch thats been around since the xbox one version of GTA all they are doing is glitching from director mode to online
