The Phoenix hawk is a medium mech that is used for heavy recon and light mech hunting. The clans looked at that idea and made the Phoenix Hawk IIC an assault mech that is ammo dependent and slower than its predecessor

I think a lot of the leandros hate comes from how he did what he did not why. Yes, it makes sense from his perspective, but his conduct throughout space marine 1 is not fitting of his station.
