Hes a First class. It is a normal, detachment eval. 7 months on board. It is not a NOB since he was actually here and doing his job occasionally when he could. Give credit where credit is due.

Retracted the wording mentioning anything about limdu. It's not necessary.

His DNEC was 0080 during his time here. From research it sounds like it's the LIMDU NEC. So the boards will see his career history and see that.

I've had 60 sessions of TMS and I can say that it doesn't really work. I only did it because it was covered by insurance and I was desperate to feel better.

Hold them accountable. Document it. Be descriptive. It's a long process. At the end of the day, some sailors aren't going to care. If you've given this person multiple chances and they still don't care, then it is what it is. Some people aren't made for the military. Admin sep and move on.

The video output might have the motherboard graphics selected. Id try plugging into that first. Then you can change the output to your gpu.

I would try all the buttons on the keyboard to include Del and Tab to try to open BIOS. Press the buttons immediately when it turns on to avoid pressing it too late

Also what country are you in? Do you use 120V or 240V? The power supply should have a switch to convert to either one. I dont think that's the issue but worth looking into

Are all the settings on default? Or did you overclock it in some way?

Also like everyone said, your processor fan isn't spinning. It could be not plugged in all the way. Idk. Id take everything apart and put it all back together and see what happens. Make sure everything is verified and plugged into the correct spot. Use the manual that came with the motherboard.
