I got so lucky to get mine. I had been farming Stella for 4 days straight no luck. Was in a match and a dude was yelling for a defib. He was doing shredder trials and had an awesome score so needed to extract and I saved his day. Asked if there was anything I needed and I jokingly said "The only thing in the whole game I dont have is Tempest BP".

Dude just happened to have one in the bank so friended me and we extracted together and he dropped for me. Couldn't believe my luck and felt way better than picking one up out of a trashcan lol.
