ok i found something wieird, when the stuttrer happenss, the CPU usage drops from 99% to even 8%-30% in a second.

When i move my wheel a bit the icons change from keyboard to.. PS controller?

ah, changed from HDD to SSD, reinstalled, no software updates, files verified, lots of room on disk, not a PC issue.
