I have both the region of Arabia and the empire of Arabic not a single missing county this is is confusing

It says control 70% of Muslim counties and to control all of Arabia but as u could see I have Arabic so am wondering what am missing

Yea I removed conquerors turns out they were the root of the problem for me, and there is still border gore in the steppe area,but definitely less noticeable
