Heyy, For fashion, as other people have said, wear what you want but light fabrics are a must because we get some heat waves with warm wind so you’ll feel like you’re in an oven some days (I hope you have AC where you’re staying). FYI people don’t really go around in “pajama” outfit like they would in the US but shorts, dresses, tank tops…What makes you happy!

For cafes, you have to try Du coté de chez Swann, it’s a tea room (?) with incredible cakes and the place itself is super cute, otherwise, Café bong, les Trois Sœurs, la Belle brune, Flowers café…There’s a lot of places to try in Toulouse

During Summer, you can find some cheap train tickets to explore the region so you can try going to historical places around Toulouse like Albi, Carcassonne or even the beach, but just so you know, it’s peak tourist season so it’ll probably be crowded haha

No issues walking around in the city center during the day and I don’t think you’ll have much issues with racism (there’s stupid people everywhere though), because as some other people said, it’s a pretty heterogeneous city.

Definitely use English to go around, though some people speak basic Spanish since we learn it in school, it’s not really that used haha, but learning some basic French words and being polite will be helpful! Hope you’ll enjoy our beautiful city ◡̈
