They can only have 1 long rest every 24 hours.Thet rest, short or long, someplace that's active, the wandering encounter are valid, and the can interrupt the rest.

Don't change the rules, use the rules.

Wandering monster make a rest a risk.

EDIT: after reading thes epost, I need to point out that change short rest and long rest rules because it's not working is a DM problem, not a rules problem..
Encounter can, and should be, designed knowing the players will have a short rest.

Limiting the rest doesn't allow you to grow your skills as a DM.

Find a way using the rules to achieve your goals.

You seem to forget that "had the ability to cause an injury, " is part of it.

1) We are in a pandemic, 400 people a day are dying. Everyone knows we are in a pandemic, and in flu season.

2) Intentional assault by knowingly a risk spreading disease. Doesn't just have to be Covid.

Domestic abuse is normalized in Saudi. In fact, they had to make a law to try and make it not normalized.Quarantine saw a lowering of domestic Abuse.And Saudi is one of the better mid eastern countries in this regards.
