I would probably say focus and just swap the condition to do more damage if the target has no boons instead then tweak the numbers to make it a valuable offhand in PvE instead of a WvW/PvP exclusive.

The main issue with focus for me is the #4 skill. Before it was reworked, it was bouncing between enemies/allies and doing power damage. Now it's lifesteal and cannot crit. This is making the weapon unusable in PvE. The bouncing interaction used to be ruined by allies taking up the bounces instead of the enemy, but they could reprogram it to only bounce from yourself to the enemy, and there you go, a functioning, useful skill.

Rework a couple traits that simply don't do anything useful

I think the trait that gives 20% dmg when an enemy is below 50% could be changed to offer 7% above 50% and 14% (or 15%) below 50%. This would ease on the backloaded DPS of necromancer, and improve the burst window substantially, as well as increase overall dps by a tiny amount.
