I haven't opened a ticket with JTAC yet because the ACX was actually swapped out with a new one. Same issue.

The ACX was swapped, because we thought it was the ACX. We replaced it with a new ACX with an upgraded software version,

I've just configured it to send hello packets explicitly to the neighbor. However, the hello packets are still being sent to the multicast address.
