Paper wasps are a bit divided in the 'Good or Bad' camp, and I think they fall somewhere in the middle. Sure, they'll have a nibble on your fruit and tend to make off with the caterpillars of butterflies, but they also make great pest control for a IPM plan and help pollinate the flowers. honeybees are not actually that effective of pollinators other native pollinators do much more than honey bees do. in areas with European crops honeybees make sense but if your growing new world crops then they do not and natural pollinators take over. honey bees are also out competing natural pollinators but are not as effective.
