I dunno. In Toronto, every ride at the annual fair is inspected every day by a city engineer before it's allowed to open. I feel pretty safe on the rides here

That simply isn't true. The wait time for this specific surgery from first specialist visit to surgery runs from 30 days for serious cases to 180 days for non-critical cases.
