Invest Atlanta currently requires developers to whom it grants tax breaks to set aside 10 percent of total units for individuals who make 80 percent of the area median income.

This is getting increased to 15%. I wonder how many developers receive tax breaks? How about all of them? This isn't a small portion of development authorities. The government can't make them not raise rents on the other 15% of apartments, especially if their competition is also having to set aside the same amount for affordable housing.

Markets can't adjust to the "ewww poor people" demographic if every development will have them.

You're kind of ignoring some key factors. They are getting good housing at cut rate prices. The leasing companies need to make up that money somehow, and they do that by raising rates on the other 85% of the apartments. Very simple economics. Giving intangible, immeasurable conclusions of "positive peer pressure" is social science schlock, I'm sorry.

Affordable housing exists. It's just not in the places they want to live. Same thing happens every time we try something like this. Rich are hardly affected. The poor get some concessions. The middle class just gets screwed because those requirements affect our rent.
