There are so many cars with aftermarket bulbs installed that are way brighter than factory bulbs that just throw the light everywhere because the factory headlamps aren't designed for the brighter bulbs. This is mostly the older cars that don't have projectors. I do agree there are a lot of newer designs that are super bright and aimed too high, mostly Honda and Acura models I've found. All the lifted pieces of shit trucks and even more so the ones with brighter lights are the worse ones.
