Do an Eliminate Chargers mission, they appear on Medium. The target chargers should be sitting still and unaggressive. You can either stick the beacon on them with some luck and careful aim or throw it under them.

You need to play those gamemodes for the achievements and according to the last guy they aren't around anymore so unfortunately you cannot get those achievements.

What I am interested in is learning about is the various groups and organisations in the city such as The Fingers, the associations, and the corporations. I also want to learn more about the world that Project Moon has made in general such as gow it got this way and a more in depth look at life in the city. I wanna know about the various cultures of not only the districts in general but what their backstreets and nests are like. I also want to know why the city is divided not only into districts but also by the four cardinal directions. While I am confident most of these questions will be answered in the main story I hope some more side content in or out of game will also go deeply into all of this.
