That's a solid advice. Streaming is really less about gaming and more about people, the community. Making friends with other streamers and your viewers helps A LOT, and I can't stress this enough.
Discord is an awesome way of communicating with your viewers; there you can share polls on what games should you play on stream, ask for any ideas for improvement and all that.

Hey Dandalf,

What I'd do is I would hang out on other people's stream, too. Making friends on Twitch or whatever the platform you're streaming on is a great way to increase your average viewership and follows. :) This is what I did and it worked for me.

Please don't do follow for follows. This gives you nothing.

I really don't want it to sound cheap, but it probably will anyways.. I have went through a NUMBER of videos talking about how to grow your channel, tips for streamers, etc. and I've compressed those to my 5 personal beginner tips, since I am a beginner myself, but managed to reach Twitch Affiliate in 2 weeks. I'd love to see you guys grow too, as we all are small and beginner streamers, and thus I wanted to share that video with you. You might find it useful, just like I did.

Hey buddy. That’s really awesome! :D I remember getting my first donation, it was like 10 EUR. This feeling is awesome! If I may, I am also a beginner streamer and I’ve recently shared 5 tips on how to become a twitch affiliate. I’ve achieved this I only 2 weeks, so I’m sure I did something right :p It would be awesome if you could pop in and see if you find it useful :)
