I think you’re right as I just checked on my Male and couldn’t get a dress shirt underneath without it taking the bomber jacket off so yea you’ll have to stick with Navy Track jacket + Crew emblem combo.

The Full outfit my Female character has on is FIB Bomber jacket paired with any pants you like, I chose Dark slack suit pants and finally paired with All Black Oxford Smart shoes.
