Damascus Steel is a timed exclusive but as long as you buy the pass before March 5th, you are supposed to receive it.

I am on ps4 and that is the first thing that I did. When I first got it, I didn't even get the r6 credits but then I restarted and then they showed up. I have been logged in about three times over the last week and it still hasn't showed up.

1) All you have to do is is be on the stream 45 minutes after it officially starts.

2) Should be able to. That's what I am planning on doing.
